City condition notes

The piece was acquired sometime in the 1980s. The sculpture consists of a painted mild steel abstract figure constructed of three planes with three seams that are endless and intertwined. The surface has a raised texture with welded mild steel squares forming a repeated abstract hexagonal pattern throughout the piece. It is welded atop a primed and painted mild steel pole that is inserted into a slight mound though it is unknown how deep it is embedded into the ground or how it is secured. The piece has been painted white throughout with evidence of at least 2 paint campaigns, the first of which has yellowed. A drainage hole is visible at the east side of inner curve, decreasing water pooling on the surface. This piece needs to be repainted. 2nd Ave was being reconstructed in 2014 and 2015, so we needed to wait for that to be completed first. The plan is to repaint the sculpture during RLA's 2017 or 2018 trip. On Aug 22, 2016, Parks department provided a copy of a 1985 agreement that expired in 1989. It specifies that the owners (not the City of Sioux Falls) are responsible for upkeep. Parks will check with Finance to see if the piece was ever formally gifted or purchased by the City.
